A founding member and first Chair of the Village of Chester Commission, 'Bomber' as he was known from his RAF/RCAF flying days, was the first CO of the RCAF 434 'Bluenose' squadron of 'Halifax' bombers in England during WWII.
Charles was a regional director of the now defunct local Emergency Measure Organization. During the mid to late 60's he assisted Chester Volunteer Fire Department and other local Fire Department acquire and horse trade used fire trucks and equip from various sources, such as decommissioned trucks from other gov services etc. Charles was also instrumental in the funding of and construction of the Lido pool in 1967.
The Charles E. Harris Memorial Scholarship was established by the CVFD following his death in 1973.
